Fans Spin/LED lights up/but nothing on monitor or any beeping
Here are my computer specs:
Fox conn 661FX4MR-ES motherboard
Radeon 9600 pro 256mb
3.6ghz Pent IV CPU(not sure brand)
512 266mhz DDR Ram
40 GB Ultima Hard Drive
Well, the problem started when my computer began having lock ups( first time ever). The computer would freeze ( not respond to even power button, so i had to unplug it) and i'd restart it. However soon after entering windows it would lock up again. I repeated the procedure of unplugging and restarting it a few times, each time it would lock up in an earlier stage of start up. Until, finally when i press the power button, only the fans and the LED next to the powre button would start, and there would be no beeping present showing startup, or anything on the monitor. I havent done much to swap things around to test if things are broken or disfunctional, as i dont have the resources or the knowledge. I am scared of making things worse. After the incident occured, i opened the tower and try to make out any smell of smoke or melted plastic, and there was none. Any help would be appreciated. Thanks in advance.

Oh and by the way, i run it on Windows XP SP2

If your system has a floppy drive, the first thing to do is boot with a Floppy Bootdisk (*). If the system finishes the boot and runs, the problem is O/S related as opposed to hardware related.
If the system still hangs, follow the procedures outlined here. You can work the procedure "backwards" if you prefer. ie; Remove (disconnect) your optical drives first, attempt a boot, then the hard disks, attempt a boot, etc.
If your system does not have a floppy drive, please advise.
Post back with your results.
(*)
The above bootdisk image file is a self extracting file and has to be executed (run) from a running Windows machine in order to create the actual startup diskette. (This image file produces the same bootdisk which 98SE creates.) This downloaded image file will format the floppy disk, write the files to the disk, then verify the file write, so it'll take a minute or three to create the bootdisk.
Ensure the floppy drive is set as the first boot device in the bios.
When you boot a machine with this boot floppy, it creates a RAMDRIVE in system memory to contain DOS system tools. Thus it will move your "normal" CDROM device/drive letter "up" one level. (If your CDROM is normally E:, it will be F: when booting with this bootdisk.) Watch for the CDROM device letter which will be assigned near the end of the floppy boot process.

i have an floppy drive, however i am unable to use a boot disc as the computer does not make any attempt at startup. The monitor remains black from the time i press the power on button. I cannot go into bios and select the option to boot from disc. Only the fans spin, and the startup light comes up.

by the sound of it it's a hardware problem...does the cpu fan spin when started, do the drives spin?
-
The CPU fan and the power supply fan spins. I do not know what are you referring to by "do the drives spin?"
-
the hard drive do you hear any noise coming from them?
try removing the RAM and graphics card and seeing if you get any beeps
-
Nup, i took off the video card and the ram, still same thing, no beeps.

Well, after reading some articles on the net, and from what i already know, i think it's either the motherboard or CPU that's become disfunctional. People say that foxconn isnt a very good Mobo company and is notorious for blown capacitators. Would you guys just recommend me going to a computer store and telling the guy to check every piece of hardware in my computer to see if their disfunctional? From what i heard the check up is always not too expensive, around 40-50 bucks.

Did you try the procedure I linked to in my #3 post?
