I would definitely clear the CMOS. You'll need to open up your PC to do this (with the power disconnected). There will be a small round silver battery, which you need to take out for a few minutes. Then put it back in, plug the power back in and you should get different results. This won't necessarily mean that your PC will boot yet but at least you should be able to get into the BIOS setup screen (F1) to adjust the necessary settings.
Whilst working inside the PC, you should take precautions to avoid static (ElectroStatic Discharge - ESD). Try to work on your PC in a room that isn't carpetted such as the kitchen, preferably on a wooden table or a rubber-backed mat. Don't stand in socks - wear trainers. Ground yourself by touching the metal case for a few seconds before you touch any components inside the PC. Try to avoid touching any components that you don't need to.
Let us know how you get on

Hmmm. Looks like either the CMOS chip is fried, requiring a new motherboard or simply that the motherboard battery is dead. If you want to try replacing the battery with a new one, I have some new ones for sale on the D-A-L Trader: http://www.d-a-l.com/trader/viewlist.php?u=1184
