are your fans/lights working but nothing else? if so, you either havnt put it in properly, it is the wrong socket type or its broken

if it is, it is socket 478, i presume you got a socket 478 cpu?

That's her the guys at the store told me that the cpu is the right one when i put it the monitor doesn't start when i put the old one it automatically finds a new cpu!

do you get any beeps from the pc when you try and start it up with the new cpu?

There is a gold corner on the processor that needs to be in the proper corner of the socket?

the processor is in the proper corner and the bios supports! at the store they told me i need to reset the bios ( by removing the round battery )i did that and nothing happens

There are a couple of types of 3.0GHz Intel Pentium processors. Is it just a "Pentium 4 3.0GHz" model or is it a "Pentium 530" or a "Pentium 531" model?

Is there any option in the BIOS to manually set the processor speed / bus speed / multiplier / voltage? If there is, then set this up for your new processor while the old 1.8GHz processor is fitted. Save and exit the BIOS. Then switch off the power when it reboots and fit the new processor.

there is nothing on the assus site i downloaded a file *.rom for the bios but i don't know where to put it they said at the site that it was good for recent processors

You need to create a boot disk and copy the BIOS update file and the BIOS update application onto it. Details of how to update the BIOS on your particular Asus motherboard model is given on the Asus web site here:
