Assuming the DVD burner is in good health and functional, open Device Manager. (R-click My Computer, choose Properties, then Device Manager.) Click on the + sign next to Hard disk controllers. Select, then remove/confirm, the Primary IDE controller, the Secondary IDE controller, the Master PCI IDE controller. Exit Device Manager. Shut down the system.
Reboot, enter the bios, and ensure that both IDE channels are enabled. Exit, saving changes if you made any, and let it boot. Windows should find and reinstall the IDE/PCI controllers with the stock windows drivers. Once you're in windows, open Device Manager again and expand the controllers section. Click on the Master PCI IDE controller and choose Properties. Click on Settings. In the drop down box below, set "Both IDE Channels enabled".
If you have updated motherboard drivers you can click on the Driver tab and update them in Device Manager, or exit, and insert your motherboard CD and do it that way. It should Autorun upon insertion into the drive.
Also, something else to check for is NOIDE keys in the registry. Go to Start, Run. Type in Regedit, OK, click on the Edit tab, Find. Type in;
NOIDE
then click on Find Next.
If you find any NOIDE keys, delete them from the registry and reboot. (It's always a good idea to backup your registry before deleting anything.)
Also check in Control Panel, System, Properties, Performance Tab and ensure that the drives are not running in MS-DOS Compatability Mode.
Post back with your results of the above.

Is There Anybody Logged On Now To Help Me With This Problem

Ok, you are in Dos compatibility mode which means your drivers are bad. Have you gone into Device manager and deleted the Dual Fifo and let the system find the correct drivers. When Intel created teh PIIX Ide command set it messed up the Win9x core. If you dont have the right drivers you loose your CD-Rom and other non ATA ide devices.
What is your MB make/model?

I Dont Know What You Are Asking Me

MB = Motherboard, the main board everything connects to. There's usually a model number silkscreened on the board. It'll be the largest letters/numbers on the board.
Have a look here and here for the MSDOS comp. Mode issue.
