Is the video card the newer ones for the AGP slot (brown)? Try installing a regular PCI card. If that does not work, recheck all your motherboard connections and measure your power suppy outputs. If all that is ok, I suspect your motherboard is bad. Had the same problem recently.

A good check for the MB being bad/dead is the green PWR lighton the motherboard. IF that comes on the MB is getting power, if not, then its probably the ATX connector on the MB. Also check to see if the processor is heating up. If not, you hae either a dead MB or dead processor.

All the fans work, everything seems to be getting power, the green LED light on the MB is lit up, It isn't a AGP card it is the Nvidia 6800 XFX GT 256 MB PCI express card. How would I measure the Power Supply Outputs? On a friends PC the graphics card was running at 11.45v. I also have the 550 w PSU. Gold plated with a red fan. Another thing is all my coloured fans are not lit up when I thought they should be. Also it doesn't detect my keyboard or my mouse as the lights on them do not light up. I can't hear the Hard Drive powering up, but the CD rom is getting power and the power and restart work.

No response from the KB or Mouse, are they USB or PS/2? I think from what you are describing is either a Dead MB or a Dead Processor and the MB would be my first guess.
