Computer hangs during POST BIOS

Computer hangs after BIOS loads
When I boot my computer, the BIOS starts up, goes through the memory check, finds the two disk drives, cd drive, then the dvd. Then the screen goes blank, and I have a blinking cursor in the upper left hand corner. I would expect Windows to start at this point but it just hangs there.
I have replaced the battery, reset the bios, to no avail. I tired to boot to a floppy and it never tries to read from the floppy drive.
Any help or suggestions would be most appreciated.

What PC and what BIOS?
I take it the PC does not beep during POST?

Hmmm.. not much of a clue on this problem, but i may have useful information. If your computer is newer, and is a Intel board or other equivilant, it should have 4 lights (a,b,c,d) on the back of your computer tower. These lights can be checked during your startup, and compared to your motherboard manual. This will tell you if there are any identifiable problems that the motherboard picks up. (Find it in the troubleshooting sections of your mobo manual, if newer computer is present.)
