You talk about one PC with an ethernet cable going faster than the other two. Is this your PC with 1GB RAM, etc? Is the ethernet cable going to the router or directly into the modem, so that this PC's Internet connection is shared to the others via Internet Connection Sharing? If your modem has an ethernet port, it should be connected to the router. That would mean that all of the PCs should have the same priority.
How are all of the PCs connected to the router? Do the two slow ones connect wirelessly or through an ethernet cable between the PCs and the router? A wireless network connection will always run a bit slower than a cabled connection.
