Mysteriously Capped Download Speed
Hey.
For some reason, my maximum download speed with a 4mb ADSL connection is 53.7kb/s. It has not topped this since I upgraded from Windows ME to Windows 2000 last month. It formerly used to be happy to reach about 250kb/s (not optimal for this connection, but that's a general problem with all ISPs).
I am sitting here right now watching downloads from any browser, server, client or software fight at trying to pass 53.7, but never doing so. If there is more than one download, they will combine speeds to never top more than 53.7. This seems to definitely be the limit, but I have no idea where it has been set and how to get rid of it.
Note that average upload speed of 35kb/s has remained the same since the upgrade.
I have used Zone Alarm Pro both before and after the upgrade, so don't think there is an advanced setting problem here (though think I should mention it as it could be the case), and I have not changed anti virus software, which never interfered anyway.
Any thoughts are much appreciated.

Thank you
