I have solved the problem. If you want the PC to act as a FTP server or even play games across the internet, it is necessary to forward the ports on a wireless router. For FTP port 21 must be fowarded via settings on the router. Also make sure that you have disabled the Windows Firewall if you have another proprietary firewall.
