I am trying to update my video card to have vertex shader 3.0 (currently 2.0)
I found a download for it but it doesnt seem to be going into effect. any help would be appreciated

shader 3.0 is the software that the card uses, is its hardware capable of 3.0? if you found a download that says upgrade 2.0-3.0, unless its from the hardware manufacturer, i think you've been duped.
