The other plug should work. Unless the installer of that card turned it off.
This is how to turn it on:

When the blue DELL™ logo appears, press <F2> immediately.
If you wait too long and the operating system logo appears, continue to wait until you see the Microsoft® Windows® desktop. Then shut down your computer and try again.

Integrated Devices (Legacy Select Options)
Configures the following devices integrated with the system board:
Sound
The settings are On (default) or Off.
Set to ON.
I seriously cant find another green plug near the top. There is one for sure?

If it is already in there check the Setup Settings as mentioned above.
I moved it into the new green hole and checked out the settings which are fine.
This message for volume came up again though after the reboot:

Did you follow post #22 changing the BIOS Setup?
Also you may need to reload the Dell driver afterwards.
Yes those are the steps I followed.
Check Control Panel > Sounds ... etc.
Make sure you are using the Dell device and not your sound card.
Also physically removing that sound card could not hurt at this point unless you can find the driver CD for it..
