I was going to ask the same thing as Jephree - is the monitor cable connected to the on-board graphics output port or a separate graphics card? Unfortunately, I still do not understand the answer!
You have correctly identified the BLUE graphics output port. Are there two blue ports like this at the back of your computer?
Is your monitor cable connected to a port next to a green mouse port and a purple keyboard port at the "top" of the PC? Or is the cable connected to a blue port at the "bottom" of the PC, separate from the others?
For your information, your display settings are 640 x 480 pixels and 16 colours. "16-bit colour" does not mean the same thing.
