Problems loading XP Home onto new harddrive

I just bought an IBM Travelstar 30GB harddrive for my Dell Latitude CPi D300XT laptop. When I boot it up with the XP Home Edition CD in the CDROM drive, it starts to boot Windows 98, and this is what appears on the screen.

Oak Technology Inc. OTI-910 CD-ROM Device Driver Rev D91XV340
    (c) Copyright Oak Technology Inc. 1993-1996
    Device Name: UCD0001
    Transfer Mode: Programmed I/O
    Number of Drives: 1

    C:\>C:\cddrvrs\MSCDEX /D: UCD0001
    MSCDEX Version 2.25
Copyright (c) Microsoft Corp. 1986-1995. All rights reserved.
    Drive D:= Driver UCD0001 unit 0

    C:\>

Anybody know what the above means and how to load XP onto the computer from here?

Is this a brand new hard drive?

& it has 98 on it?

Is the BIOS set to boot from the CDROM prior to the hard drive?

Was XP previously installed on this laptop?

Did you buy an XP CD or are you using the Dell recovery CD?

    Thank you Jephree:

I'll answer your questions in order:

    - This is not a brand new harddrive. I bought it off of eBay.
    - It looks like it has Windows 98 on it because when I first start it up I get
the Windows 98 splash screen for a few seconds.
    - The BIOS isn't set to boot from the CDROM drive first. I cannot access it.
    - XP Home was previously installed on my laptop.
    - I bought an XP Home Edition CD several years ago for the Windows 98
    upgrade.

From what I can find pressing Esc should open your BIOS settings.

Failing that if your floppy is set to boot before the hard drive you can create floppy setups for the XP disk as seen here:

Since we last communicated I've replaced the keyboard and found that I can access the BIOS now. I changed the boot order to CDROM first, then HDD, then Diskette. It's loading the setup on XP now, but being that it's only the upgrade from 98 and my old harddrive is no good, with the new empty harddrive the upgrade install doesn't work. It says I need to insert the XP full version CD, which I don't have. I also do not possess a copy of Windows 98 either.

With an XP upgrade CD you will need a previous version of windows to use it.

Upgrade CD's are the same as full version with the exception of requiring proof of an earlier version of Windows to upgrade. Hence they cost less than full versions that do not have this requirement.

Still it would seem that the hard drive that you are talking about had 98 on it?
    - It looks like it has Windows 98 on it because when I first start it up I get
the Windows 98 splash screen for a few seconds.
And just to add on this note:

    - I bought an XP Home Edition CD several years ago for the Windows 98
    upgrade.
An XP license is only meant for one computer. In order to activate this Product Key on a second computer you would have to convince Microsoft that the first computer was dead.
