Does anyone know where i can get a driver that will restore my Screen Resolution and bit colour. it's currently stuck on 640x480 and 16bit, after i recently formatted my pc

What is most likely needed is a driver for your graphics card (not monitor).

What is your Exact Dell computer model or Graphics card (if added)?

Yes, I have many of the E172FP TFT monitors at the office and I can confirm that, even on the Windows default 'Plug and Play monitor' driver, you would still be able to set the resolution to a decent size and colour depth. I agree with Jephree - it's probably the graphics card driver that you need.
