Are you trying to boot the laptop up with the CD in the drive? This is the best way to install Windows XP if you want to format the hard disk. If this is what you are doing and you get the message when it tries to boot from the CD, go into the BIOS (the "Setup" screen") and check that it is set up to boot from the CDROM drive. When you first switch the PC on, there is normally a message saying something like "Press F2 for Setup" that tells you which key you have to press in order to open the BIOS menu.
However, before you look at that, I have a more important question. If your laptop was designed for Windows 98, are you sure that it can support Windows XP SP2. Is the hardware fast enough? Do you have XP-compatible drivers already downloaded or on CD? Have you checked whether you need any updates to your applications to make them compatible with XP SP2?
