On startup of computer and certain software I get this message

Error parsing
C:\Windows\Microsoft.NET\Framework\v2.0.50727\conf ig\machine.config
Parser returned error 0xc00e556

After looking around on internet i have,
Tried unstalling every .net application I have
Run Chkdsk
Run .net repairs to no avail.
After uninstalling them there still however a windows\microsoft.net folder which I can do nothing with as it asks permission even though i am administrator?
