Webcam application will not re-open from the shortcut icon or the icon from the all program files. The computer has to be re-started before the application can be opened. I'm not sure if the option to disable the loading of applications at startup has anything to do with it. I would appreciate any information.

When it stops working you need to open you processes window.

ctrl + alt + delete
go to processes
look for the Web Cam application
end the process
try again...

This will save you from having to restart your computer ever time.
