I use the brilliant freeware program FSViewer - highly recommended.

One question though - while it is great for removing red eye from photos, I have photos of my cats and I notice that when you take a photo of an animal there seems to be 'green eye' for cats. Does anyone know of a program that removes this 'green eye' ?

I use Paintshop Pro, not free but a great program. You can see how it corrects pet eyes by clicking the thumbnail below.
