Does anybody know of any programs to lock down the desktop to a bare minimum for use in a nursery?

What is the Operating System?

You can basically create a User Account and set permissions as you see fit.

Using windows ME but need to lock right mouse button so kids can't alter any settings or get into control panel etc.

All of these settings can be blocked in the registry for particular user groups.
