I fixed it!

There was an application loaded - Smiley Central - that was causing the problem. Actually, I ran Spybot & Adware on this laptop (my daughters) & that deleted something in the Smiley Central program that caused the problem. Once I deleted the Smiley Central program & rebooted all was well again!
