A graphics card with Video In or TV In is all you need.
ATI (just for example) has its' "All in Wonder" series which have these options.

Look in your Device Manager under Display adapters:
Right click My Computer then click Manage then Device Manager

However, unless I am missing something, it has TV (HDTV) Out but not In.
Meaning you can use your TV as another monitor for your PC but your PC cannot take data in from a video (TV) source.
