A graphics card with Video In or TV In is all you need.

ATI (just for example) has its' "All in Wonder" series which have these options.

I don't know. I doubt it if you don't know.

    What is your Graphics Card?

Look in your Device Manager under Display adapters:

Right click My Computer then click Manage then Device Manager

Or go to start Run... dxdiag | Display | Device

That looks like a very sweet card:

    http://ati.amd.com/products/RadeonX1600/index.html

However, unless I am missing something, it has TV (HDTV) Out but not In.

Meaning you can use your TV as another monitor for your PC but your PC cannot take data in from a video (TV) source.
