ok what i want to do is make a little movie out of clips of shows and stuff. is their a way to do this without recording from tv?

You can copy from DVD to hard drive (assuming you have a proper program: Nero etc.) then work from there: yes.

i do have nero
but get a stupid copy right law and such. maybe i am doing it wrong

If the DVD is copyright protected then you cannot copy.
