I have a 4 Gb mpeg-2 encoded video file - I need to reduce it's size to around 1 Gb. Is this possible without losing too much quality?

As MPEG is already an heavyily compressed format, if you do find a way of reducing the file size from 4Gb to 1GB simple maths would suggest a loss of 75% of the quality/resolution/audio!!
