I have found a post in the D-A-L.com archives that included this problem:
http://www.d-a-l.com/help/archive/index.php/t-1063.html
The user had Windows XP but I believe that similar instructions will apply to Windows NT or 2000 as well. Owen, our security expert gave the following advice:
Once in safe mode follow these instructions:
Once in safe mode, Navigate to and right click this file and select properties:
C:\WINDOWS\System32\sqlk.dll <-- file
use the security tab on the file and take ownership. Instructions are below. This document also explains it, but the instructions below are sufficient:
How to take ownership of a file or folder in Windows XP (http://support.microsoft.com/?kbid=308421)
Change the 'everyone special' to
'you> with Admin rights-> FULL control
Then try to delete it, if that fails try to rename
it first to different name+ext.
Then if that fails try to rename it again to different name+ext.
Ex:
sqlk.dll > baddie.txt
baddie.txt > badfile.111
Few times... Etc.
