Just keep the girls in the boat all the time. So girl1 takes dad1 then goes back on her own for girl 2, Go back and drop girl1 with dad1 and send back girl 2 for dad2, back again and drop dad 2 then back for girl 3, back again and drop girl2 and so on...

Flipping heck!! It seems so simple now.
